Why are Republicans upset that government is spending so much that it is shrinking itself?

The government has made few or no real reductions in spending that I recall. Any so-called cuts it makes are offset with overall spending increases. Most of their "cuts," from both the squandering major parties, are small reductions in that year's increased spending. They constantly invent ever more programs to buy votes and appear useful while they sink us into ever greater economic disaster.
