What equipment do i need for an indie film?

I want to make an indie film, probably a physocological type film, but what kind of equipment do i need and where would i get it? I have a (crappy) digital camera, and thats it. After that, how do i enter a film in a local film festival? Not tribeca or sundance, just a local film festival.
